Vertical blinds open and close but dont swivel

Someone did something wrong today and my vertical blinds open and close but dont swivel. I tried getting them all to the same angle because thats what it said to do on youtube to fix it, and that has helped before, but not now. Like three or four slats swivel but not the rest.

Is there a simple solution I can try before calling people who put them in, to fix it?

Thanks Green! I saw that earlier. Solutions one and two are easy. Three, which is probably my issue, is complicated. Im sort of giving up on being able to fix it myself.
