Do you owe people money? It’s probably the companies calling and they use computers to make the calls, hence the unavailable.

no solutions, but this happens to me once or twice a week and I don't owe anyone money...

I get a lot too - unknown caller or 800 numbers & they don't say hello as soon as I do so I hang up. Happens at work too.
