1. Do you rent or own?
2. How long do you expect or plan to live here?
3. Do you expect to have more children?
4. Are your children's rooms spacious?
Built-in is good for the long term, but may not be the best idea if you expect to make many changes, such as having more children, or moving, or if you rent and your landlord does not allow you to make structural changes. Furniture lets you move things around, and of course you can take it with you when you leave. OTOH built-in leaves you with more floor space and may look tidier than freestanding units.
The question is, are the existing closets big enough to accommodate all your children's stuff? Underwear, socks, shirts, skirts, pants, sweaters, sleepwear, swimwear, coats, footwear, grooming tools, accessories, jewelry--they may not have much in the way of these latter things right now if they're little, but by the time your dds, if you have any, are teens they will have more accessories and grooming tools and supplies than you. Not to mention other personal hygiene supplies that your kids, especially your dds, may not want in a closet that they have to open just to get to their shoes. In a dresser, one can designate a drawer for the most personal items and not expose them when going ISO a sweater or scarf.

I did some custom closets and love them! I wish I can do them all. I fit so much in there. I have furniture in addition to the closets, which I purchased later on. I was able to see what fit in the closet and how much more storage I'd need so I picked furniture based on that. I prefer emptier rooms clear of clutter so I wanted most of the clothing and stuff stored in the closet, room looks much neater that way. However if you closets are tiny, I'd just get 1 long hanging for 1/2 closet and other half closet double hanging, then get a dresser or something with storage. I only got hanging rods plus shelves in my closets, no draws, so I did buy pretty bins and I keep smaller items in there.
