I know someone that's looking to sell her bugaboo cameleon, it's used but still in great condition, since she mostly used her other stroller. What's the going rate for this? How much is normal to ask for this?

Off the top of my head; Between 450-550$ She can look on capitalist to see what others are selling it for. The reasoning is that you can get a brand new old model one for$750 and the benefit of having a warrenty is worth $200.

How old or rather how long was the bugaboo used for?
I was quoted $700 for a chameleon which was used for less than 2 years thus making it fairly brand new. I thought the price was right. Am I being ripped off? How much is a brand new latest model chameleon these days?

I would say second hand is about 50% of original price.
Condition, years of age come into factor as well. If brand new like condition bought recently would be more. If older model would be less. Etc.

I did a quick search on Craigslist and it seems $250-$500 for the newer ones including the bassinet. And that's just the asking rate without trying to bargain. $700 seems pretty expensive.
