Apparently he doesn't fall asleep during the in school rest time, and he falls asleep at around 5pm when he comes home. Between going to the bathroom when we come home, and the cold and dark outside, I can't think of a way to keep him awake until 6-7pm. Any suggestions?

Give him something to eat with carbs and sugar when he gets home. That seems to work for us...

If he is waking up after a full night sleep then what is the problem with that? He is obviously tired. Why the need to keep him up longer?
