When a recipe says to use a 9x13 pan, are those the outer measurements or the inner (top) measurements? The famous "lasagna pan" which is supposedly 9x13 does not in fact measure 9x13 (not inside nor outside)....
Please help. Thanks in advance.

did you know a piece of lumber called a 2 x 4 is really 1.5" x 3.5" - it's measured rough cut before the planing
in your case with the pans the 9 x 13 is "half-size" and is actually 9 3/8 x 11 3/4 ...
but I wouldn't worry about insignificant details, so long as the contents are yumm
