Flinging food is normal.
She sounds small but if your pediatrician isn't worried then I wouldn't worry either.
Does she take bottles? Mine started sleeping more normally when I started giving him full cup of milk or almond milk before bed.

It's Normal to fling food at this age. But not with the power that she does it with
Yes She is very small. Her Ped said "she's just a pitzy" I'm not worried about her weight so much as the reason she's up every night. I just mentioned the weight because I figured some posters will ask that.
She is eating enough to gain but maybe she doesn't feel full...
I don't give her milk and very limited dairy as it makes her congested/fluid in her ears. She's had too many ear infections to count.
She drinks a full cup of rice dream before bed. She doesn't like bottles. (It's also not good for the fluid in the ears to lay on your back while drinking) but she drinks from a cup or straw. So I have to feed it to her and can't just leave it in her bed....
My concern is why she wakes up so often during the night. And when she does, she's up for a few hours.

you said she is teething. I would assume that is whats waking her up. try giving tylenol.
