There can also be the issue that areas surrounding the toilet (walls, corners, etc.) may have absorbed urine over the years and in that case it will be almost impossible to get rid of it.

We had pee that seeped under sticky type tiles. I never realized and could never get rid of the smell. No amount of bleach or cleaning ever worked. When we removed the tiles the smell was so bad it had gotten under the tiles and was absorbed by the tiles.

I should scrub the inside of the toilet with bleach the toilet brush?
and then I should rinse it with water?

We had this problem in the summer. Even though the bathroom has a small window the air just didn't circulate well and it was always hot, stuffy and smelly. Now that the weather has gotten cooler there is less smell.
