Can you give us more info about what community you live in? It varies a lot.

In my OOT community we are pretty casual, so khakis or corduroy pants, with a button down shirt and sweater would be great. Though our transplants from bigger cities may go with a tiny suit or blazer and slacks.

Whatever you would put him on for Yom tov. Shoes and yarmulka should be on the new side. New pair of tzitzis. I had a similar event with my son at that age. I got him an especially nice vest.

I would do a nice shabbos outfit. Other things are so expensive and won't be used as much because no one wants to ruin an expensive thing. I think little kids look cute in just simply cute things. No need to overdress. A nice pants shirt and sweater.

Any shabbos type outfit that will remain reasonably clean neat and tidy. This is not the Shabbos to battle about tucking in a shirt which may get untucked the minute you turn around. A nice sweater/ sweatervest will be neater. If you go the white shirt route, bring along a second one because you will be unlikely to supervise him as carefully as usual and a big orange soda stain or whatever is not looking so great for the rest of the meal.

A bow I.e., tie or suspenders.
A three piece (pants, vest, tie) boys suit is relatively inexpensive and works for shabbos.
New kippa, tzitziz and nice shoes.
A haircut too.

tri state area, for a weekday affair, not casual.

I like the zara outfit mommy3b2c suggested, does it need a vest or sweater or jacket with it or just a shirt and pants and bowtie are good?

You can do navy cardigan worn OPEN. Do not close it. Thru should have at Zara.
