Lauren Shalom has a free gmach, and I remember seeing some poofy little tulle dresses there.

If you want a gown I once rented a $25 gown from someone - you returned it dirty. SHe advertised in teh magazines and only carried up to 24 months.
OR buy a really pretty knit for Pesach and use that at the wedding. Personally I think it is more practical then a dress, but it depends on your preferences.

You can also try Burlington. They usually have beautiful dresses. Inexpensive, and they often come in sizes from newborn to size 16 girls. I've had some great ones over the years and they've all washed beautifully (think grape juice out of an off white dress). The spring/Easter dresses should be in by now.
