Chicago has houses in the 300-400k range. The 4th bedroom might be in the basement though.

I feel like you need a lot more to go on. What kind of community? Are you chasidish? Modern orthodox? What about jobs - are you both in industries that may be location specific?

I have multiple friends that bought in my bergen county town for around 400k, 4 bedrooms on a decent plot.

Baltimore, Detroit, and Cleveland are probably the largest and most established affordable communities. If you want to go more OOT, there are plenty of other options that also meet your criteria - Cincinnati, Waterbury, Scranton, parts of Philly, Houston and Dallas (I think), Phoenix, possibly Denver, etc.

Most houses in the cincinnati frum community are 200-300. Some are more (some less, but it doesn't sound like you would go that direction). Great community. If your husband wants to teach in a frum school, he would have to look into if there is something open because there are not a lot of schools. If he would teach in a public school, that would have many more options.

Bergen County is in northeast New Jersey (Teaneck/Paramus/Fair Lawn). I wonder where mille lives. Some parts of Bergen County are known for very high cost of living. Don't forget to consider property taxes, too.

You might like South Bend, but I don't know how the job market is.

Rochester, NY has nice houses in that price range or less, and the area where frum people live is really pleasant and roomy. There aren't as many choices for schools and shuls as bigger communities, but what there is is good.

There's a frum community in Kingston, PA? It's also worth noting that I believe Bloomingburg, NY is almost exclusively a Satmar community.

The cost of a house is only a part - a big part, but still - of your financial picture.

Before you move, consider:
Salary
Taxes (income and real estate)
Tuition
Transportation
Home maintenance

If you buy a house for 250k but your income is half of what it was, and your tuition and real estate takes are 25k more than they used to be you've essentially bought a house for 550k. In other words, don't look at absolute dollars, look at purchasing power.

Honestly the special education part is where you should focus...many states are not good when it comes to services and getting a decent job for your husband might be an issue. You need to look into jobs as well. In terms of established affordable communities tho, like people have mentioned, you should look into detroit, Cincinnati, Cleveland, Baltimore, South Bend, Chicago...
