As a graphic designer I can tell you that $400 for a 20 page job sounds extremely cheap, and I dont think you will get someone who can do professional grade work for that price.

I don't know going prices, but if that is the case, I think OP is responsible - a little research could have shown that at this price she is getting someone not experienced.
