Is it better to take food for cheap from a tzedaka organization and therefore be able to afford more tuition or pay less tuition and buy food at a regular grocery store?

Doesn't school determine how much tuition you should pay if you apply for subsidiy?
But in the case where a school says - well how much can you afford... you say X without relying on tzedaka for food, and Y if we do. It's still up to the school to figure this out..
It's a cycle if there isn't sufficient money in the school - the teachers aren't paid enough and they need to get tzedaka to eat.
