In Utah. Otherwise it just most likely a violation of the user agreement with Chase..

It's not illegal, but it's against their terms, and if caught, they can take away your remaining points and ban you from future relationships with them, so if you have a lot of points, it's best to be safe and sell them all at once, and use a reputable place.
I've been happy using Sell Miles Now and Get PEYD, both honest and well-established. Get a quote from both and use whoever offers you more. Also be careful because many companies have virtually identical names.
