Try tutus that are a couple sizes too big, putt the elastic waistband to make it fit then get her a sparkly top. A tiara headband and shabbos shoes complete it.

Search for wedding/party/flowergirl dresses. There are lots of cheap options. AliExpress had lots for really cheap but its probably too late for this year. Try amazon or others like that.

The little adventurer gowns like the one linked are great but note that they run small. Something like size M for a 3 year old. Read the reviews.
