My parents use a cpa that charges a minimum price per return, regardless of complexity. They end up paying more (I think $800), but it's a complicated return.

I think some of it depends on exactly what kind of investment accounts there are... there's a difference between just having some dividend income, and have different types of stock sales, in multiple accounts, plus dividend/interest income. Or if there are K-1s.
And then depends how many states are included in the tax return.
Plus, I think where the accountant is located and what others in the area charge may be a factor too.
And if a client discusses things with the accountant several times, or asks for financial advice, that time may be taken into account with the bill...
If the client has been with the accountant for several years, the bill may have started out low but may have gradually increased...
There are so many factors that can go into it.

In New Jersey there are state taxes and a state return. Electronic filing fees are part of the price charged. I would charge $250-$300 for a return without gains and losses.

$500 is a very reasonable rate for a manhattan practice. At that rate your are paying for a professional with solid expertise who will stand behind his/her work.
If you can do it for free on turbo tax go ahead but if your father wants the security of a CPA whose work he is confident with and with whom he has an ongoing relationship with, let him keep the accountant.
Edit: meant solid experience but expertise works also

He may be able to get it done for no fee through the IRS VITA program.
Call the local university and see if they offer it.
Some frum organizations also offer similar programs

We're in NY. One year we paid an accountant $75 and since then DH's been doing it on HR Block.
