10 being super nerdy for an infant, I'd put it at an 8.5-9.

I live pretty in town and shop in Carter's but also in Zara, Kidichic, etc. For a family member's wedding, my infant nephew wore a fancy nice velour stretchy, but my one year old son wore gray wool shorts with attached gray suspenders (I forgot what it's called when it's all one piece), a white shirt with buttons underneath that, and it had a gray bowtie that snapped on to the shirt. I got this at a rental in Lakewood, where they have several of these types of options (not sure if for a 9 mo. old, but I'm pretty sure they had size 12 mo. there, which a 9 mo. old might be wearing anyhow) and apparently it is not so unheard of to dress a baby like that. I got my son nice gray socks in the local Frum hosiery store and he looked just fine...
I think whichever style you choose to go with, you should just feel comfortable with your decision and how he looks.

Don't do a different top to this one, you will ruin the look. This is a beautiful knit two piece & perfect if its cold.

Just put a snapping undershirt beneath to make sure he’s warm and covered. This outfit is nice and classic.

Its in style for boys to wear tights under the romper if its cold. In the summer when its hot I keep the legs bare
