chumash? mishnah? gemara? navi?
a different sefer about halacha or mussar or something?
a specific meforash?
tefillah? the meaning of tefillah? how to daven?
what's the most important sefer for an 11 year old boy to learn ?
he is still struggling to read hebrew, and he has learning difficulties, what's the priority?
he can read english better than hebrew.
what's the most important sefer to teach him?

It is most important for him to learn what he WANTS to learn. What he finds interesting. And then after that, the next thing he finds interesting.
Whether that is stories from Chumash, halachos, davening, etc.
And if he's struggling with reading Hebrew, he shouldn't be learning in Hebrew. He doesn't need to learn inside at all.

I learned pirkei avot with my son to help with his kriah. We took turns reading and had fun discussing.
But I personally feel that a boy needs to know how to daven properly. And so I'd practice that also if I could. Even if a boy doesn't become a learner he will always need to daven. To know how to daven.

My nephew also had mild reading issues. At that age they started teaching him how to lein his bar mitzvah parsha. Great reading practice and he was highly motivated to do it. Other than that at that age if they keep up with learning in the classroom that is great and only learn / read at home what he wants to.

If he still struggles continue only with chumash/navi inside so he should build his basic skillset.
Halacha or anything else like that dont learn inside. And if he isnt in school wait a bit longer to add in mishnayos/ gemara.
