Subtract 30k from your gross household income and divide by number of household members. For example: 100k income, 3 kids and 2 parents. 100-30=70. 70/5=14.

The amount I chose is a bit random but it's meant to account for a certain amount of expenses which are relatively fixed regardless of the number of people. For example, you need to pay the same amount for turning on the light in a room for one person or for ten. You also need to pay a certain amount for housing whether there are 4 people living there or 7. (obviously more people are probably using more lights and a much bigger family will probably have higher housing costs. But it's not totally proportional.)
