Toy room hellppp please

We have an insane amount of toys and games.
First of all - I am the opposite of a hoarder. I hate things.
Second of all- I did not buy 98% of the toys.
Bh I am so grateful to loving grandparents and aunts, but my kids have an insane amount of toys and games.
We recently moved and now have an official toy room which is amazing but I'm still at a loss as to exactly how to organize it.
I have a few different sizes of the ikea trofast shelving and boxes.
Games and puzzles that are in boxes are in a closet.
So I need help...
What should be thrown out or given away? (Even though I'm not a hoarder I feel bad throwing out gifts)
What's the best way to organize things, we have a ton of random stuff that don't fit in to specific categories.

Any and all tips and advice are welcome!!

Everything in boxes. All card games in bags, in a bigger box. Bigger toddler toys go on the floor, underneath the lowest shelf. Throw out any game missing too many pieces, unless you really think you'll find them. Keep some games on the highest shelf, and occasionally rotate the toys so they're "new."

Take a lesson from your child’s preschool class
Label and storage shoe box.
If the container is picture labeled then it’s easier for the kids to clean up
No matter how many times you say 1 toy at a time they dump everything out

1. Throw out any toys that are broken or missing pieces
2. Make 2 piles (3 if you include the throw away pile) donate/ keep
3. Give away the donate pile ASAP
4. Replace batteries so toy is worth playing
5. Separate shelves games, puzzles and books, building and tracks, muktzah toys, non electric toys

As far as “BIG CHILD” Lego, the tiny pieces.
I use something like this

They love that it takes seconds to clean up if used properly

I also have a high shelf for them to display their lego creations

6. Games that you want to supervise so the pieces don’t go missing keep on a high shelf that they need to ask you to bring down, like monopoly, chess, checkers, battleship, etc.

In my old house I used to keep quite a few of the toys stored on shelving in the garage, and would rotate which toys are on the shelves. I find they play better when they haven't seen the toy for a while. They really liked friday going to choose what they wanted for shabbos.
I don't have a garage anymore, so I bought a full sized pax which I keep locked and only take out one toy at a time.
Are there any other cousins or family members you can gift some of the toys to? Do the kids really like all the toys. It might be worth putting away the toys that don't get played with a lot and then evaluating after a while do they really still want them.
