Yes Panama have many restaurants but they are not in the beach… and not so many things to do in the city… only If you don’t mind travelling to go places it’s a good option

Thailand.
Hot weather, beautiful beaches. Bangkok, Chang-Mai and Phuket have Beit Chabads with very good restaurants.

Go on a kosher tour where they provide everything
If you don’t feel like touring just stay at the hotel to relax and meet up with the group later on
