Perfume (roller ball if a full bottle is expensive), makeup items from Sephora, new Jewish book or cookbook, coupon for day out/long date on chanuka weekend, pretty housewares...

Some of these suggestions are nice but not what I would call inexpensive. I would probably just go to dollar tree and see what I could pick up. You could theme it, like buy all different things for pampering, or just put funny comments to make them into gifts, like if you bought a small cactus, you could say 'life may give you a cactus, but you don't have to sit on it'.
Pampering things are always nice-bath bombs, nice soaps etc.
There always the 'survival kits', where he could buy a different thing for each day and link it. Like this one but there a several variations out there.

What does his new wife like?

He knows his wife best I hope, unless they are very newly married and didn't date long . In which case he should be asking her best friend for help not his sister and a bunch of random woman in the internet

If she has a social media account, help him look at that and come up with ideas.

Is she a part of any fandoms? Some of my favorite gifts are related to my fandoms.

Maybe he could get things related to light -

lamp/nightlight (or one of those cute clip-on ones you can attach to your book)
flashlight
small travel candlesticks
pretty candles (maybe a scented candle?)
decorative matchbook holder
sunglasses
a book with "light" or "sun" in the title
anything with a lightbulb or sun printed on it (like a T-shirt, PJs, mug, socks, etc.)

etc.
