On Pesach, one may not consume, own or derive benefit from items that contain derivatives of the chameishes minei dagan – wheat, barley, spelt, oats, and rye.8 This halacha applies to all such items that are fit for human or canine consumption, including perfume and other products containing ethyl alcohol. Therefore, one may not use such products on Pesach until the source of alcohol is determined.9
According to halacha, if a makeup is unfit for human and canine consumption, it may be used on Pesach even if it contains chometz ingredients. Nonetheless, many individuals are strict and avoid using creams, lotions and liquids that contain chometz.10 This is especially true for lipstick11 which one may inadvertently swallow.

Pesach is about minhagim and mesorah.
Do you have your own rav you can ask?
If you're asking if Star K is reliable, it is.

Do you hold by the Star K? If that Hashgacha is on cookie, do you eat it or is it not how you hold?

Growing up, part of prepping for Pesach was looking up all my makeup in the Pesach book, buying new 'kosher for Pesach' makeup.
When I got married my husband asked our Rav about makeup. He said if it's not something I eat, it's not chometz. For lipstick/gloss, he said to check if there were any crumbs and wipe away anything I find.
So nice to take that chore off my pre Pesach list!

So nice to take that chore off my pre Pesach list! | It didn’t even occur to me to have dh ask the rav. Both our families look up makeup in the Pesach book. Maybe next year!
