Are there any foods that it is safe to reheat a 2nd time around? For example: I made potato kugel in advance and reheat in the oven or hot tray. There are leftovers from that. Can I reheat again?

Fine as long as you reheat HOT not warm. In fact that's how you extend the shelf life: by reboiling to kill any microbes that may have proliferated since last time.

Well, the hot tray doesnt get hot enough to cook - that's why I can put dry food on it on Shabbos.
