I was searching for this Sea NY denim dress from last year, to see if I can find it used or on sale, as it was $395 last year.
And I found it here, but the site seems sketchy. If I use my Amex, is there any risk in ordering it?

No, it’s a light denim with a fitted waist that is now sold out everywhere except the sketchy site I linked above!
