I heard that the fabrics contain a lot of toxins that would be illegal to produce in America or even ship to America but they get away with it because they ship so little at a time. Not in bulk.

That probably is true. However, I often order clothes from Shein for budget reasons.
I wash all my new Shein items for 2 or 3 full cycles in the washing machine, sometimes even 4 cycles, before wearing for the first time. They have to pass the sniff test - no more chemical smell.
That's maybe still not a 100% safe, but I assume it gets most chemical gunk out.
