From what I have read online there is a strong element of the secular homeschooling movement that does not want government help. Because with government help comes demands and oversight and they homeschool because they want to educate their children without all the garbage that is currently politically being pushed into curriculums.
Just another perspective on it that. I didn't think about until I read it. And it makes a lot of sense to me! (Not that financial help for it wouldn't be helpful)

If it’s for text books go to a used bookstore.
If you have secular books you want to give away bring those along as you can get credit for the books you do buy.
You can also lik for used textbooks on line.
