I see all models wearing few inches above knee. Then theres a school rule to cover knees. I'm a little confused

Sorry. my toddlers have baby faces and protruding baby tummies and wear diapers but BH a 3-4 year old is taller and has a more mature look.

Not chassidish - but just below the knee. It needs to be short enough to play, and long enough to be decent. DD also always wears pants or tights underneath her dress so she can climb or slide without fear.

Just enough to cover the bottom. I don’t know any school that enforces below the knee for this age.

Most Chassidish girls schools require that dresses cover the knee's from nursery. Most schools allow pants or short dresses in pre nursery, regardless if the child is 3 or not.
My daughter started school at 4, she wore leggings and short dresses till then.

Yeah. It's unfortunate and ironic that frum stores advertise models that are wearing short dresses. Even women's clothing stores.

Why do you care what the models are wearing?
What looks good? Is practical? Is accepted in your community?

That is the proper answer for a toddler. Not for a 3-4 year old.
I put 3-4 year olds just above the knee, but we're not chassidish and don't cover knees till 5-6
