I won a stunning painting, but can't find a frame. It is 33.5" square. I don't want to spend more than $40.

It'll probably be more than $40. Michael's also does custom framing if it's not a standard size.

You can check Michaels but it is likely to cost you more than $40
Framing well is quite expensive - often more than the cost of the print or artwork.
