I use plain steel wool to scrub pots. I use as small a piece as will get the job done and then throw it out. Wet steel wool rusts very quickly so it is not worth saving. FYI Brillo soap pads does not have a hechsher.

In a container in the cabinet under the sink.
Not near sink. It turns rusty when it gets wet.

I use non-rusting scrubbing pads.
The Scotch Brite pads work really well for me and don't rust.
If you really have something baked on that won't come off, then filling with water and boiling generally makes clean up very easy.
I have a ledge style sink and I have a very narrow shelf that hangs from one side of the side with holes for ventilation. I keep any wet sponges etc. there.

My steel wool is under the sink. I try to have very little out. The only thing not away is the sponge that’s on a plastic holder in the sink because it would get moldy put away.
Gloves soap etc all away.

Why can’t you fill with water?
Often filling with very hot water and Dawn is enough.
Or you can put in water and then heat in the stove and scrape up the stuff that is adhering to the bottom.
That is how you make gravy after all by putting the roasting pan on the stove top and adding liquids to release the fond on the bottom and adding a thickener or wine or flavorings.
