Interesting. Pretty sure R' Moshe and R' Shlomo Zalman Auerbach hold differently.
Parchment paper doesn't take on the status of a kli and therefore the actual kli still needs to be toiveled in their opinions. That's how we hold 🙂

I was also under the impression that can openers don’t need tevilah but my Rav paskens that they do .
(I was out of town with another person and purchased cans along with a can opener. The other person said it needs to be toiveled so I called my Rav who confirmed that it does.)
