Are there frum communities with houses anywhere in central Israel? (Not prohibitively expensive) or really just apartments affordable unless going to the south or the north?

If you are willing to live in Yehuda v'Shomron (what is known as over the green line), then yes. There are also a few moshavim in central Israel, that is also usually houses

There is no such thing as cheap housing in central Israel.
