Well that really depends what you're looking for. But I'll start.
Israel in multiple places, there are Chabad houses in Brooklyn, Manhattan... India at certain times of the year... And many more
I'm assuming thats not what you're looking for.
You really need to share some info on what kind of place you're looking for
Many places have consistent Minyanim and many don't

Las Vegas? Phoenix?
You'd need to contact individual Chabads in the tourist locations to get an accurate picture of the situation at the time you're going.

...specifically in tourist areas?
Because those often rely on tourists to make the minyan.
A Chabad House located in the middle of nowhere is unlikely to have a committed enough community among the not-yet-observant local residents to have a reliable minyan.
Depending on the week you're going, some places will be more sure of a minyan, because many frum families go there, enough to support the minyan.
If you specify what type of location you're looking for, we can probably give you some leads.
