Is it true all seminaries in Israel are going to demand to be paid up front by October?

Why shouldn't they? Everyone will still be tripping over themselves to go

It's all business

Whether they demand it or not they still end up getting their money. By covid when they closed some seminaries said if you don't pay in full we won't release your transcripts.

Some girls use the transcripts to get college credits.

So instead, they can enroll in a college program ahead of time. That way the school will send their marks to the college right away.

The way this works is ONLY if the seminary has a relationship/partnership with the college. Your daughter is going to seminary as a study abroad student. She is enrolled in a U.S. college and going to an overseas school as a student of that US college. So when the seminary says they won’t release the transcript they mean release them to the college. And if they don’t release them, you lose your enrollment (and if you got any funding like PELL grant, you will lose your grant).
The threat holds a lot of weight unfortunately

If you go thru, say, Touro Israel option, you pay monthly to Touro, so can't stop those payments easily. Plus you sign a contract.

OP, do you mean seminaries will request full payments by October whereas usually you pay in a few installments? Why?

I've been warned that standard is to pay in installments over the spring and summer into fall and be paid up by mid fall. I don't think it will be different this year

There are really 2 sides to this.

Seminary in Israel really is a luxury and not a necessity. Nobody "must" go. With that in mind seminaries are in a tricky spot when it comes to collecting tuition. In theory, a high school has more leverage. Student will likely want to come back next year. There are other siblings in the school as well. If for whatever reason a family isn't paying, they need to resolve it because they need the school.

In seminary this is not so. here is not much recourse the seminary can take if a family doesn't pay. The student is only there for the year and doesn't have sibling in the seminary. What action can the seminary take? So therefore they want families to pay in full well before the school year is over.

The problem is that the cost is so high that many families can't pay 25k+ by chanukah. I'm not sure what the answer is.

You can be sure that many seminaries have students that come pesach time are well behind on their tuition. These students are going home in 2 months and the seminary is plenty concerned the won't be getting paid.
