Fish from the store was in my car for 3 hours in the freezing cold but the was left on my counter for 3 hours- closed and not cooked- should I toss it?

I wouldn’t if it smells ok. 3 hours doesn’t seem too long..

I see all the time people say here 2 hours max
And that you can’t really smell if it’s bad it could smell fine

I would probably use it.
Was it still cool after 3 hours or qas it room temp already?
