There is an inyan to buy new clothing for Yom Tov. It doesn't have to be a full spring wardrobe, but ideally yes your children should have something new. (My kids won't this year because we can't afford it, but it absolutely is the right thing to do.)

Here’s what I do-
-shop online in hm, zara ect where I can really return
-shop in the frum sites sale sections or Jewish Ali sites
-if a child is hard to fit I’ll take them only to the store
