Any idea what can be the problem?
When my baby falls asleep at bedtime, she wakes up nearly half hour later crying and sobbing and refuses to go back to sleep... no matter what I try...
usually tires out again 3-4 hours later which is very late at night

How old? Can be reflux which is affected more when baby lies flat.
Or maybe teething?

11 months. definitely teething but im wondering if something else? and if its teething what can I do?

My kid had this. He was used to falling asleep in our arms he couldnt figure out how to put himself back to sleep at the end of the sleep cycle. We had to sleep train him

Yes, do that too. You can't sleep train a baby in pain. But also work on teaching her to put herself to sleep. I'm a fan of precious little sleep

False starts can be from over tiredness. Maybe she is just over tired at bedtime?

Motrin before bedtime. If he wakes up in middle of the night give Tylenol (you can alternate Motrin and Tylenol)
Poor baby is in agony
