In my opinion, the Subsational on Coney Island is bigger and prettier looking, but the food is nowhere near as good as the other location. I practically lived on their tacos when I was pregnant with my first. I still crave them once in a while.

A-right try to help you out at places I've been too.
NEW YORK:
1) Cafe K on
18th avenue
Avenue K - has Sushi bar as well
In Manhattan next to La Maries
2) Cafe Renassiance
Kings Highway
3) Tea for Two
4) Orcheida - great tirmasu for dessert
5) Boulevard Cafe - Empire Blvd.
6) Bertolinis - can't stand
7) Circa - lower Manhattan
Ave. J
cafeteria style.
Israel:
1) Cafe Rimon - #1 stop 24 hour restaurant both meat and dairy parts in Ben Yehuda
Love the Pumpkin soup!
2) Sheyan - elegan nice place in Jerusalem
4) Angel Cafe, Under the clock/bell tour down town
Huge servings, great salads, sandwichs, soups
5)Apropo - think only the only in Tel Aviv is around
6) Cherry - in Tiberas
7) Beautiful restaurant on the beach of Netanya, like a beach house over looking the Sea.
Beautiful.
California:
Loaded with good places
San Diego, Pico Boulevard Deli, The whole Pico strip
Florida as well.
Ok, maybe someone else could fill in with more details, on chef and food preferrance.

I'll add my vote to Le Marais!!
I was once at a place in Boca Raton, FL. I think it's called eilat cafe- it was great! that was in my pre-cholov yisroel days, so I don't know if it's cholov yisroel or even open anymore!
