When I boil it in a pot, yes the paper stays on. Once it's done and cooled, I do remove the paper of course. And I do reserve a little of the fish broth to keep the fish in. Most I pour out.

I take off the paper as soon as the fish is cool enough.
And I get out as much of the water as possible. my family does not like very wet fish, but thats all a matter of taste

I don't serve with the water, but it keeps the fish moist until I do serve it. Or so I'm told. Frankly I never eat the stuff but I make it all the time because everyone else loves it.

btw gefilte fish is good to cook longer than 1.5 hrs.
I cover most of it and save some water to keep the fish moist. otherwise it can dry out and my family hates that.
I cook 3/4 lb. gefilte and 2 slices white for 2.5-3 hrs. ( I add the slices after 3/4 hr has passed.)

I cook 1 roll of gefilte fish for 1.5 hours - it definitely doesn't need to be cooked longer than that.
I cook the fish covered completely.

It depends on the company, some companies come out too soft if you cook it for 1 1/2 hours. I cook it for 1 hour and 10 minutes and NOT fully covered. I find if the pot is covered and it's bubbling the loaf splits or gets too soft.
Paddington, how could you cook it for so long? It doesn't get mushy?!

I remove the paper and then bake covered in the oven for 2 hours. (usually with a bit of some sauce)

Not at all, it's delicious. My mom taught me gefilte is good to cook on medium flame for 2-3 hrs.
It rarely splits by me. Of course it depends how much of it you use.
