Does anyone know the best way / cheapest way to send money from E"Y to The States? (This would be s/o in E"Y paying an employee (freelancer) in the states.

It depends. If you have money in the U.S. and can transfer, then pay-pal is a good option. If you need to convert shekels to dollars, you may still be able to pay-pal the money - I've never done it but we've used our U.S. pay-pal to pay someone in China or somewhere like that, and the transaction went through just fine.
You can also send money via Western Union, but it's expensive.
Going through a bank is an option and will cost you a pretty shekel.
There may be money-changers (Cheerfully Changed) who offer this service for less.

For some reason they weren't able to pay pal it and western union is too costly. Any other ideas?
