we live in israel. we had guests over shabbos, and one was reaching for the dip when he knocked over the wine bottle. It spilled all over the white painted wall in our dining room. The main problem is that we rent...How do I get wine stains off a painted white wall?
I tried scrubbing with soap and water. The stain did lighten, but didn't disappear.
Are there any tips to try other than buying white paint and repaint (we don't have much money, so I would rather not go down that road)?

Sfog hapela (magic erasers in the US) get pretty much everything off of our walls. The problem you may run into is, if it is white wash and not paint it is liable to take off the white wash along with the wine. It will still look nicer than the stain IME though.
