Impulsive but not distracted ADHD type child. help needed

my child is impulsive and is always getting in trouble in school and socially esp during recess and lunchtime. he is not distracted- he attends to his work appropriately. He doesn't have a ADHD diagnosis but it has been discussed. His dr is willing to try medication. He is in 3rd grade. our feelings were to push off meds until it became too much of an issue at home or at school. and it seems socially it is really effecting him with his impuslive bothering of other kids. also it is effecting his self esteem that he is the "trouble maker" when he can't control himself. WHAT CAN WE DO FOR HIM? does this sound like adhd to you even though he is not distracted during learning? what meds work best for these symptoms?
