How many adults/children?
The suggestion may depend on the number of people attending.
Also, are you looking for fleisch or milk?

With those age kids I would just give up and have pizza in kids n' action. Don't know if they are open for dinner, though. LOL

Carlos and gaby's (Mexican) on coney island avenue has an upstairs and is pretty relaxed.
Kosher delight on avenue j has an upstairs
Garden of eat in on kings highway has a back room. The back wall has booth seating, so maybe the kids could sit there and play, while adults sit at a nearby table (only possible if restaurant is partially empty, or they'll need the table),
I think the upstairs locations are best unless you have a crawling infant who could fall down a flight of stairs.

I was at Carlos & Gabby's once - amazing food, but very LOUD atmosphere.... not conducive to sitting and talking quietly....

With kids that age, I'd say Schnitzi's for Fleishig or Mendelsohn's for Milchig.

Have fun!
