Would you accept such an apology? She is basically saying:
I didn't do anything, but I'm sorry that you "perceived" that I did. maybe.

That is as much of an apology as saying "I'm sorry that you're a paranoid drama queen."
So in other words, no. That is a lousy excuse for an apology.
