I have a neighbor who has a daughter that's my sons age. She likes to come over and play very often which I would normally not mind, however she doesn't like to stay here withought her mother so they come together and hang out in my house for long periods of time at the craziest most hectic times! I don't know what to do because I feel bad. I think her daughter has anxiety issues and cant depart from her mother!

Or, if you want, talk to the other mother and say, "I can't accommodate both of you today, but if little Rivky can stay here without you,she can play with Shmuli. If not, let's plan for next Tuesday."
Maybe with a small push like that, you can help this little girl grow.
