What is the best deal for a cell phone in Israel for a week?
I want to be able to call the USA, do they rent smartphones with internet?
Links or suggestions would be great.

Do you want cheapest or easiest? Cheapest is probably to get a sim from golantelecom (look it up) and use your own phone. They do not ship to the us though, so you'd have to make other arrangements to get it (hence it's not the easiest route) Easiest would be a rental like the one posted before.
