Are they basically the same thing? Is one worse than the other, in terms of allowing my teens to have it?

Instagram is a place where you can post pictures that people can view and comment on and you can also follow people and view and comment on their pictures. there is an option of making your account private so that only people who the user approves as a follower will be able to view his or her individual photos.
Snapchat is an app that you can send a picture to a friend and they can view it for a maximum of 10 seconds and you can basically chat through snaps - just like it sounds.
That's the short synopsis.

Instagram is a social networking app
Snap chat is a way to send pix without people keeping the pix on their phones. Like a short term picture message. You get to view it and then it disappears. (Doesnt take up memory and you cant keep the pix either)
