I don't mean like getting into things she shouldn't be touching, making messes, being impulsive, or...
I know that's all normal toddler behavior. Dd is defiant. She waits for me to tell her something so she can disobey. She loves upsetting her older brother and little baby. She will snatch her older brothers yarmulke and run away or dangle a toy just out of reach of baby. She sets herself up to do something bad waits to get my attention and then do it.
And I can't punish her cuz she misses the point. If I send her to time out she apologizes before she gets timed out. If I take away a privilege she tantrums but totally misses the connection to her disobedience.
Help!

Sounds like she's trying to get your attention. I'd try increasing positive attention and decreasing negative attention.
