for pictures. I want to get something matching/similar for each kid for when we take pictures. I would need baby, toddler girl and boy and big boy. Ideally, I want to spend $5 or less per kid. Any ideas?

You can try Gymboree.com they sometimes have family outfits. Jewish stores I guess are too pricy

As a photographer, the simpler the better with family pics. Even if they all wear black t shirts and white pants it's adorable. You don't want clothing that's too many colors/ details it will ale the focus off the faces

White shirts from carters or childrens place with each kid wearing either same color shorts /leggings/skirt....like navy, pale yellow, etc

I put my kids on each a diffrent color solid top, with dark pants, skirt. came out very cute. was mainly neon colors.
