you can try tj maxx in the winter, and other discount stores and dept stores. it's not an unusual item.

If you have a loehman's by you try there dress depratment. I gota gown for 22 dollare yestarday that just needs two or three eye hooks put in and it will be fine to wear.

also clearwater creek. a lot of the things in catalogs are scoop-necked or v-necked. I personally consider wearing a t-shirt type of thing underneath a dress horribly gauche, but since the layered-look is in style and even nonJewish women can be seen wearing combos like sundresses with t-shirts underneath, I don't think anyone would throw you out of a wedding for wearing a blouse under a dress.
My personal choice if I couldn't find a tzniusdik dress and didn't want to have one made would be to buy a nontzniusdik one and have a dressmaker tniusdikify it, e.g. insert a kick pleat if there's a slit, add sleeves or add wide cuffs to sleeves that are too short, insert a modesty panel to a too-low neckline, add a jacket if there's no back, or that sort of thing.
